Use Data, Instead of ‘Danda’

Stating that the new criminal laws were framed with the spirit of “Citizen First, Dignity First and Justice First”, Prime Minister Narendra Modi said that the police now need to work with data instead of “danda (stick)”.
PM Modi was speaking on the concluding day of the All-India Conference of Director/Inspector General’s of Police in Jaipur, Rajasthan. He said the enactment of the new laws was a paradigm shift in the criminal justice system.
“In line with the improving global profile and increasing national strength of the country, the Indian police should transform itself into a modern and world class police force to realize the vision of a developed India by 2047,” he said.
The Prime Minister exhorted the state police chiefs to think imaginatively to convey the emotional spirit behind the newly enacted laws to different sections of society.
Laying emphasis on sensitizing women and girls about rights and protection provided to them under the new criminal laws, he exhorted the police to focus on women safety by ensuring that the women could work fearlessly “kabhi bhi aur kahin bhi (anywhere and anytime)”.
In his address, Modi underscored the need to reinforce the positive image of the police in citizens. He advised the police chiefs to use social media at the police station level for disseminating positive information and messages for the benefit of citizens. He also suggested using social media for disseminating advance information on natural calamities and disaster relief.
Suggesting that the police should organize various sports events as a way to strengthen connect with the citizens, the Prime Minister also urged government officials to stay in border villages to establish better connect with local populace as these border villages were the “first villages” of India.
Highlighting the success of India’s first solar mission – Aditya-L1 – and the swift rescue of 21 crew members from the hijacked vessel in Arabian Sea by the Indian Navy, the Prime Minister said that such achievements show that India is emerging as a major power in the world.
He said that Aditya-L1 success is similar to the success of Chandrayaan-3 mission. He also exuded pride in the Navy’s successful operation.
Concluding the three-day meet, PM Modi distributed the Police Medal for Distinguished Services.
The conference deliberated on critical components of national security, including the newly enacted criminal laws, counter-terrorism strategies, Left-wing extremism, cyber threats, counter-radicalisation initiatives worldwide.
Earlier the Union Home Minister Shri Amit Shah inaugurated the 58th DGsP/IGsP Conference 2023 at Rajasthan International Centre, Jaipur on January 5. The three-day conference held in hybrid mode with DGsP/IGsP and Chiefs of Central Police Organisations attending physically from Jaipur and over 500 Police officers of various ranks participating through video conferencing from across the country. The Union Home Minister distributed Police Medals for Meritorious Service to IB officers and awarded trophies for the three best Police Stations.
Union Home Minister paid homage to the martyrs from Security Forces who had laid down their lives in the service of the nation and commemorated their supreme sacrifice. He highlighted that in 2023 the nation has entered the Amrit Kal and stressed upon two important developments viz. the formulation of New Education Policy and enactment of 3 New Criminal Laws replacing British era laws. He mentioned that the new laws are focused on delivery of justice instead of punishment and implementation of these laws would transform our criminal justice system as most modern and scientific.
Home Minister stressed upon the need for training from SHO to DGP level and technology upgradation from Thana to PHQ level for successful implementation of new laws. He also stressed the need for linking of databases and adopting AI driven analytical approach for tackling the emerging security challenges.
The Union Home Minister pointed out an overall improvement in the security scenario in the country since 2014 especially the reduction of violence in the three critical hotspots, i.e, Jammu & Kashmir, North-East and Left Wing Extremism. He observed that this Conference over the years has emerged as a ‘Think Tank’, facilitating decision making and formulation of new security strategies. He emphasized on uniformity of structures, size and skill of counter terror mechanisms across the country.
He also highlighted the role of internal security in realizing the Prime Minister Narendra Modi’s vision of India becoming a developed nation by 2047.
The Conference would deliberate on a range of security related issues of critical importance including security of borders, cyber-threats, radicalization, fraudulent issuance of identity documents and threats emerging from AI.
Besides others, the Director General of Police (DGP) Jammu and Kashmir Rashmi Ranjan Swain was among the distinguished gathering of over 250 top Police officials participating in the 58th all-India annual conference of Director Generals and Inspector General’s in Jaipur, Rajasthan.
The three-day event coverered a spectrum of crucial topics related to policing and national security including border fortification, cybercrime, data governance, anti-terrorism strategies with a focus on Jammu and Kashmir, prison reforms, left-wing extremism or naxalism, and narcotics smuggling.
DGP Swain after arriving Jaipur took part in the conference where DGPs from different states were ready to share their insights.
Senior Police officers from J&K, including two Inspector Generals of Police from Kashmir and Jammu are participating through video conferencing.
The conference serves as a platform for extensive discussions among Police and intelligence officers from various levels on identified themes.
The exchange of best practices from different states and Union Territories under each theme aims to facilitate mutual learning.
Key issues were deliberated upon include the implementation of recently enacted criminal laws, activities of pro-Khalistani groups, and the prevailing security scenario in J&K.
Several officers in the meeting delivered presentations on specific subjects such as counterterrorism, online fraud, cross-border terrorism in J&K, activities of pro-Khalistani groups, and left-wing extremism.
In a parallel development, Station House Officer (SHO) of Shergari Police Station received recognition as Union Home Minister Amit Shah conferred an award upon him.
Shergari Police Station had been honoured as one of the top three Police Stations in the country for the year 2023, marking a significant achievement for its exemplary performance.
