Headless Institutions

Mehbooba government beating drums on delivery of services has left some key departments headless and one such headless department is the Irrigation & Flood Control department in Kashmir division where the charge of Chief Engineer Kashmir has been given Chief Engineer PHE Kashmir. Not only the key positions of Chief Engineer Irrigation & Flood Control Department (Kashmir) is lying vacant but more significant senior positions like Secretary Information & Public Relations and Secretary Tourism are also lying vacant. Worth mentioning is the fact that the key position of Regional Transport Officer (RTO) Kashmir has been also vacated by the superannuation of an officer who was holding the position. Leaving the key position of Chief Engineer Irrigation & Flood Control Department (Kashmir) is not as condemnable as is the leaving another similar key position of Reional Transport Officer (RTO) Kashmir. As the irrigation season over the government can take its own time in identifying a suitable officer for the position of Chief Engineer Irrigation & Flood Control department (Kashmir) but leaving the office of Regional Transport Officer (Kashmir) vacant can put government to lot of embarrassment for the reasons of being directly linked with the working of the transport industry in Kashmir division. Leaving the significant positions of Secretary Tourism and Secretary Information & Public Relations speaks volumes about the non seriousness of the government in working of the key departments. Interestingly the tourism portfolio is held by the Chief Minister herself and the Information & Public Relation Department has an institutional responsibility of taking care of the publicity of the government and acts as a bridge between the media and the government. In recent months the government has appointed some senior officers on key positions even without taking the proposals for their appointments to the cabinet but this month government did not bother to fill the more key positions like Secretary Information & Public Relations, Secretary Tourism, Chief Engineer Irrigation & Flood Control Department (Kashmir) and Regional Transport Officer Kashmir vacated by the superannuation of the officers who were holding these significant positions. Recently cabinet met to discuss the issues of transfers but dispersed without taking any decisions on vacant positions and instead the PDP and BJP ministers created a hostile atmosphere over a non issue like the eviction of muslim Gujjars from Samba and Jammu districts. Better for the government to address the issue of additional charge syndrome to respect the public commitments on responsive administration.
