Transfer Policy a welcome step

Jammu and Kashmir Union Territory administration recently notified a transfer policy for government employees. It is a right decision to bring major reforms in functioning of government departments and effectively utilize the services of employees for development of UT.

Transfer Policy for Government employees notified in 2010 during the NC-Congress coalition government in erstwhile J&K state had provided the ‘calendar for transfers to be effected in the financial year’. But it was not being followed properly till now.

Now Lt. Governor Manoj Sinha directed that it is mandatory to follow the calendar in UT to streamline the functioning of administration.

In the erstwhile J&K state, transfers were a big scam in which ministers, bureaucrats were directly involved and lakhs of rupees were exchanged for transfer from one place to another place.

With UT Administration ordering that employees could be transferred in the month of April only, will help curb the tendency of mid-term transfers which are creating problems for the general public.

Further government had taken right decision that ‘transfers of teaching staff shall be considered at the close of academic session and must be avoided during the academic session’

This is great relief to the students as mid-term transfers of teachers in the past especially when J&K was a state was common and was affecting the academic session.

Since the J&K became a Union Territory, several reforms have been initiated to bring transparency and accountability in the functioning of the administration. These have been appreciated and welcomed by the people.

Although more needs to be done to restore the confidence of masses in government, steps taken by the administration will go a long way to change the attitude of bureaucrats and employees towards dealing with public grievances and implementing various developmental and welfare schemes.
